摘要
Intelligent Transport Systems (ITS) present both challenges and opportunities to transitional countries. To take full advantage of the opportunities, transitional countries may need to pay special attention early on to the new dimensions in several interfaces ill a broader systems approach than has been taken in traditional transport system operations, planning and financing. In the future, transitional countries ale recommended to consider leapfrogging industrial countries when the opportunity arises.
