摘要：
This paper aims to construct a evaluation index system based on the connotation of sustainable development, applies GIS techniques, factor analysis model and fuzzy mathematics method to evaluate the regional sustainable development capacity and take Hei Longjiang province as an example, we can get the chart of sustainable development ability of various city based on GIS software. The aim is to uncover the problems and differential rules of the regional sustainable development and to provide references for the government which can make decisions to further strengthen its sustainable development capacity.
