摘要
The essence of carbon tariff raised by EU and America is an international political and economic issue. Carbon tariff has lost the significance of reduction of carbon emission and lacks support precondition and foundation in theory. So, it is hard to achieve in practice. Aiming at the essence and hazard of carbon tariff, China should stick to Kyoto Protocol and WTO fundamental principle, maintain its won interest and adopt corresponding countermeasures.
