The research on the incentive policy innovation system of China's local new energy industry

The development of new energy industry needs government policy guidance and incentive in China. The government incentive policy has also been proved that it will effectively promote the development of new energy industries by the practice of some states. Based on the survey of local new energy industries' development, taking the PV industry of Baoding city (in Hebei province of China) as samples, the paper analyzes bottleneck problems that new energy industries are facing, and through the study on the current new energy industry incentive policy points out that the current system has many problems about structural, content, and communication. By using the experience of foreign countries' new energy industry development for reference, we aim at the development of new energy industry and local government incentive policy issues and build the policy system framework including macro-, medium, and micropolicies, and put forward the specific recommendations.
