摘要：
As a method of analysis, a model of the innovation scene has been used here (Jasinski, 1999). The model assumes that there are three main actors on the scene: (1) Science (the R&D sector), (2) Industry (companies) and (3) Government (the state). All of them will be analysed in this paper. A case study is Poland as a country in transition in the past decade.
