摘要：

Based on studying housing provident run in Xi'an, this paper used the theory and method of system dynamics to build the model of the balance of housing provident in Xi'an. The characteristics of the balance of housing provident in Xi'an were obtained in term of the simulation output of the model, being the theory foundation of relative policies issued by the government. Steady and effective run of housing provident, this is a kind of welfare system of housing finance, was achieved.
