CORPORATE GOVERNANCE IN EDUCATIONAL POLICY: THE ROLE PLAYED BY OCDE

摘要
This issue has as aim at discussing the role played by the Organization for Economic Cooperation and Development in the corporative government of educational policy. Thereunto, it analyses the strategies from the capital to form networks of governance which break barriers between the public and the private in the context for redefinition of the role played by the State. It points the New Public Management as part of the neoliberal project and characterize it as a class construct, which induce, with support from the international organizations, especially from the OCDE, not only the privateethosin the public management, but theactive presence of business sectors in the definition and execution of educational policies and in the expropriation of public fund for their interests. The analysis of documents from that International Organization reveals its actuation as organic cement in the mediation of interests among the networks and the State, as well as its propellant role for publicprivate partnerships, and defender of formation of citizens and scholars of a new type, who consent with the logic of the capital. The results show that in Brazilian context is possible identify political, economic, ideological and social intentions, like the influences exercised inPDE, BNCC and the High School reformation. It concludes that create and strength networks that congregates universities and public Basic School Educational systems is necessary, in order to build counter-hegemonic formative frameworks and which could strengthen the public-state sense and its social purposes.
