Research about the Level and Strategy of the Investment and Finance Mechanism for Environmental Protection in China

摘要
With the development of society and economy and the improvement of people's living standard, the pressure to improve the environment quality is increasing gradually. This paper analyzed the trend of environmental investment in China according to the statistical data. The result showed that the total environmental investment in China continued to grow, the total have risen from 1010 billion yuan to 4490 billion yuan from 1978 to 1990, and the proportion of investment accounted for GDP in China also increased to 1.49% in 2008. The result also demonstrated that there are three serious problems, the environmental protection infrastructure was lagging behind the demand for social and economic development, the investment efficiency was not high, and the investment structure was irrational. Taking the situation of environmental protection in China into account, this paper discussed the investment needs on environmental protection infrastructure based on the improvement of environmental quality and the development of environmental protection industries, and proposed the basic idea to build the investment and finance mechanism for environmental protection in china. At last, this paper analyzed the model of PPPUE (public private partnerships for urban environment) and its application foreground in China.
