摘要：
On the base of Porter's Diamond Model and New Institution Economics, we explore transmission of the industry policy through theoretic and empirical analysis. We regard, industry policy is a kind of special institution, which is expressed two aspects: one is the industry policy is institutional system, and will create transmission bottleneck through institutional transmission; the other is the industry policy likes government's investment, and has function of institutional multiplicative effect. The transmission mechanism, transmission bottleneck and multiplicative effect constitute the transmission model of the industry policy together and the base of the industry policy optimization.
