摘要：

Especially in the present stage of the European Union construction, the questions regarding with the higher education are becoming more and more important. Hence the remarkable interest in the study of determining a common educational university project. It is necessary to distinguish between aims and functions, in order to know what should be asked to the University. The construction of the European Union could not be based only in economic dimensions. A key factor for improving a better life is promoting a knowledge society. Only with this prerequisite, looking for an harmonization and for the common research of the educational quality, European Universities will recuperate their traditional central place.
