摘要：
Since the political and economic environment becomes more and more complex, more attention shall be paid to the regular higher education than usual. Therefore, the regular higher education shall be highlighted to promote reform and development. The paper illustrates the meaning of people-oriented concept, analyzes necessities for people-oriented management in regular higher education and puts forward measures to implement people-oriented management in regular higher education.
