CONCEPTS REGARDING INTEGRATED SUSTAINABLE WATER DEVELOPMENT MANAGEMENT FROM A TRANBOUNDARY RIVER BASIN

摘要
The theme of this year of World Water Day 2013 is enlightening for the theme and content of this paper. The concept of necessity of water management in a catchment is provided in the Romanian legislation, but also in the European, for EU member states, and obviously of those who want to become members. This paper presents arguments and solutions for extending this concept to the whole basin transboundary. As a rule, based on negotiations, the bilateral agreements establish the provisions by transit quantitative (to the low and high water), qualitative and of environmental between the countries that are crossed by same river, without having based on a comprehensive study of water management to the entire the transboundary basin. The paper presents a mathematical model, with the minimum costs as objective, and as the restrictions, the hydrological, economic and environmental conditions specific each country. No doubt that the work has taken into account and the relatively recent studies realized by Serbian and Romanian, as of some conferences (Conference in Belgrade, Sobotiza) regarding Tisza - Danube - Bega. Hence the question: It can make to happen and the implementation of above ideas?
