摘要：

The European Ombudsman was established by the Maastricht Treaty. He is empowered to receive and deal with public complaints concerning the European Union institutions. His broader role is to improve the accountability of the European Union institutions and to make them more accessible to European Union citizens. The aim of this paper is to introduce the institution of European Ombudsman and to explain the essence of the right to address the complaint to the European Ombudsman.
