Economic growth and unemployment in Romania: a regional analysis of the law of Okun

ResumeNous analysons la loi regionale d'Okun en Roumanie, le deuxieme plus grand pays emergent de l'Union europeenne. Nous mettons en lumiere d'importantes heterogeneites regionales du coefficient d'Okun. Les regions dans lesquelles la loi d'Okun n'est pas significative presentent des taux de croissance eleves, mais des taux de chomage autour de la mediane. Ces resultats illustrent l'importance de la dimension regionale dans la definition des politiques de croissance et d'emploi. Dans la plupart des regions roumaines, les politiques de la demande seraient toujours efficaces pour diminuer le chomage. Cependant, pour certaines regions, le gouvernement devrait plutot envisager des politiques d'offre. Enfin, une politique de soutien de l'emploi pourrait s'averer vertueuse pour retrouver de la croissance economique. AbstractWe analyse the regional Okun's law in Romania, the second largest emerging country in the European Union. We highlight important regional heterogeneities of Okun's coefficient. The regions in which Okun's law is not significant present high growth rates but unemployment rates not far away from the median. These results illustrate the importance of the regional dimension in design of growth and employment economic policies. In most Romanian regions, demand policies would always be effective in reducing unemployment. For certain regions, however, the government should focus on supply policies. Lastly, a policy fostering employment may be a virtuous way to regain economic growth.
