摘要
This contribution examines how a change of political status of governmental institutions affects social development. The author defines the social development as a process of social capital accumulation. The basis for social development examination is the model of mutual conditionality of governmental institutions and social capital accumulation. The author considers the usual delay in response of the social structures to the challenges of governmental institutions, initially requiring economic and social development acceleration, to be the manifestation of their mutual conditionality. The historical reason for this delay is the fact that the social structures evolution has a continuous character, whilst the changes of governmental institutions are discontinuous. As a result of this counter-indication, there is inequality in the economic and social development of states.
