摘要：
This paper conceptualizes and defines the requirements for an emerging web-based teaching and learning environment: ANGEL, or A New Global Environment for Learning. In contrast to the current commercial course management systems, ANGEL offers active, dynamic, and intelligent teaching and learning tools to complement a traditional classroom-based curriculum or to offer a complete solution for the creation and delivery of web-based distance-teaming courses.
