Social justice and the effectiveness of co-determination

The article investigates why the effectiveness of workers' council's co-determination varies across firms with similar legal, economic or organizational structure. Drawing on a critical discussion of behavioral motives in co-determination research, it is argued that justice attitudes legitimate and constitute interests towards distribution of goods and burdens in the firm. Therefore, constellations of justice attitudes preferred by the workforce influence the workers' council's bargaining power and result in different degrees of effectiveness of co-determination. Findings from an employee survey done in 21 German metal firms provide empirical support for the theory presented.
