The risks of nuclear policies

We carry out an evaluation of the risks of nuclear policies from the point of view of security of energy supplies and of environment. We define a model which allows to explain and evaluate the choice of ''actors''. We also examine the problem of the gap which exists between ''the reality'' and ''the objectives of the actors''. In fact, we notice that what the actors (or the ''experts'') present as the result of an ''analysis'' or of a ''forecast'' is, in fact, ''an objective to reach''.
