This paper describes the background and development of the Hydropower Sustainability Assessment Protocol. The Protocol is an enhanced sustainability assessment tool used to measure and guide performance in the hydropower sector. The paper discusses its early development from 2000 to 2008, before outlining the work of the Hydropower Sustainability Assessment Forum which occurred between 2008 and 2010, and then the initial roll out from 2011 to 2013. The Protocol's governance and quality control mechanisms are described, and actions for the coming years introduced.
