摘要：
Two (unrelated) articles in past editions of the SCSC newsletter dealt separately with safety of information systems and the safety analysis of complex systems. This paper returns to the joint themes from the management perspective, and discusses a number of problems that have been experienced when establishing safety management regimes for information-based, complex systems, and suggests some of the measures necessary to resolve these problems.
