摘要
The bipartisan consensus involved a combination of tight immigration controls and the building of a new infrastructure to aid the settlement and integration of immigrants. Discrimination against Asians and West Indians particularly in housing and employment became unlawful from 1968. Besides the Wilson government restricted primary and secondary immigration while E. Powell shifted political debate back to black immigration, taking advantage of widespread racial prejudice.
