摘要：

The same way the economic entities set their own performance indicators - based on qualitative, quantitative or other criteria - public entities can analyze processes and can promote appropriate performance indicators. It is clear that it is possible to quantify the activity on the desired criteria as long as the processes taking place in the entity are mastered.
