摘要
Community development is of great importance to the harmonious development of a society, as communities often serve as basic units of the latter. Therefore indicators and assessment models are needed in order to set criterion for assessing community development. This paper establishes a "richness-faimess" indicator system, distinguishing the "fairness" dimension which emphasizes equitable access to the public resources especially for the minority group in the neighborhood, from "richness" dimension which mainly focuses.,on the how many resources are available in the community. As for assessment model, the paper applies TOPSIS method and compares it with the commonly-used Weighted Sum method in community evaluation, and justifies that TOPSIS is applicable to more data types and larger scale. Then this study selects 5 communities for case study, and finds that residents in Haidian District are generally satisfied with the community development in the area except some uncivilized activities such as illegal kennel and illegal advertising.
