University sci-tech innovation platform: A new mode of industry-academic links

The program of the University S&T Innovation Platform introduced by the Ministry of Education seeks to promote technology transfer by integrating complementary resources from different actors. The paper argues that the innovation platform should be a new form of industry-academic linkage based on innovation network's instead of the previous linear model. The university, industry, governments, and knowledge intensive business services act as different roles and jointly constitute an interactive structure. Benefit-sharing dynamic mechanism, flat and interactive management mechanism, and human-based incentive mechanism are also discussed in the paper.
