Capacity-building of Residents' Committee in Emergency Management

As mass organizations of self-management at the grass-roots level, the residents committee is directly connected with the disaster. The residents' committee's capacity on emergency management should be enhanced in order to relieve the damages caused by disaster. Therefore, mechanism of emergency management is necessary. The mechanism should be built from th.following aspects: the formulation of emergency response plans, the reserve of basic necessities of lift the training of emergency response, the establishment of volunteers' teams and the participation i disaster's insurance.
