摘要
Emergency communication generally refers to a temporary special communication mechanism provided in response to natural or man-made emergencies. Internationally, Two terms are commonly used to describe emergency communications: Disaster mitigation communications (TDR); Another is the Emergency Communications Service (ETS). From the perspective of the concept of emergency, emergency communication is not a specific communication method. Emergency communication includes such a set of "combination punches" as Beidou short messages, satellite communication, and drones. Among them, Beidou short message has become a "best weapon" for emergency communication because of its fast response capability, strong communication anti-interference, convenient networking, and high cost performance of equipment. In fact, when encountering natural disasters or accidents, such as continuous heavy rainfall, earthquakes, strong convection, etc., the communication infrastructure is often damaged, resulting in network interruptions and affecting normal rescue and rescue command and dispatch; In relatively remote places such as the fire extinguishing site, the public network communication cannot be covered or the signal is relatively weak. Beidou short message and other emergency communications can ensure timely, accurate and unimpeded transmission of rescue and disaster relief information, which can effectively break the crisis of "information island". Taking Beidou Haichao's emergency communication based on Beidou and Tiantong satellites as an example, Beidou Haichao's short message two-way communication system based on Beidou satellites integrates Tiantong satellite voice communication system, which can be destroyed in an efficient and convenient communication network. When the attack is paralyzed, it provides all-weather, all-day, full-coverage location tracking, satellite text messages, voice calls, short data transmission and other services, and can collect, send, and feedback on-site information in real time. Based on beidou-3 short message communication technology and PDT police digital cluster technology, this paper studies the ad-hoc network technology and cluster management strategy of electric power emergency cluster, and realizes the intelligent selection of optimal communication strategy in electric power emergency scenario.
