Generally, urbanization means the process that the populations assemble to urban areas, the rural areas change to urban areas or the agricultural populations change to nonagricultural populations. It's usually weighed by the proportion that urban population accounts for of the total population, which is a relative measuring index. However, urbanization dose not only refer to the transition that rural populations head for cities but also should stress the urban function that factors transfer to cities. Urbanization is not the enlargement of city, while the special performance of small towns in China's urbanization process can't be denied, either. Whether selecting the development idea of resource-type industrial city or specialization one, or adopting the development pattern of ecological city to form integrated regional central city, should depend on local conditions, make the best possible use of favorable conditions and avoid the effects of unfavorable ones. What's very important is, during the development process of accelerating the regional economy, regarding the city as the increasing point of fostering and developing new productivity must be introduced into the regional economy's long-term development strategy. The build-up effect and the spread function of city should be fully exploited to promote the evolution and progress of regional economic structure, meanwhile the market demand should. be stimulated in order to advance the economy. These are absolutely in accordance with the requirements of regional circular economy as well as the sustainable development of society. As a developing country, our country is in the period that urbanization is speeding up and it has got into a new development stage when the regional economy is city-dominating. But China's urbanization process has been restricted by the traditional dual economic structure deeply, so the difference among regions is big, the economic strength between cites and towns is great and the distribution of cities is unbalanced. Based on the correlation analysis between the urbanization process and the regional economic development, this paper is to further indicate the strategic requirements about the urban build-up effect driving the regional economy to develop as well as those about urbanization construction.
