Climate protection policy in Germany - A critical review

The review of the economic aspects of environmental protection by Paul Klemmer covers these three points: (1) Is there a need for action to protect the climate, and what are its dimensions? (2) How should the German negotiating position in Kyoto and within the European Union be evaluated? (3) Did Germany promise more than it will be able to deliver in its CO2 reduction policy? It is seen, against the very background of economic factors, that it remains highly unclear why Germany insists on conducting a climate protection policy mainly within the country, although the same amount of money spent in non-OECD countries could achieve a vastly greater reduction of CO2 emissions. The author also shows that Germany is unable to meet the postulated goals of reduction unless it is willing to accept grave economic problems. Especially the reduction in the contribution of nuclear power is counterproductive in the light of aspects of climate protection. This is even more true in a deregulated electricity market.
