Using behavior-based safety approach to prevent mining accident

摘要
The existence of mass unsafe behaviors is the main causation for coal mine accidents, and the main management approach to control unsafe behaviors is capture "3 disobeys", i.e. violate command regulations, violate operation rules and disobey labor disciplines. There are many disadvantages in this safety management measure. Behavior-based safety (BBS) approach is an effective toot for decreasing employees' unsafe behaviors, which has experienced 3 main phases, and is growing stronger and more flexible as more companies adopt it for their accident prevention. BBS approach concentrates on observable behaviors, rather than unobservable attitudes towards safety, and emphasizes on encouragement of safe behaviors, rather than punishment of unsafe behaviors. This approach's accident preventing effects have been proved by many case studies, the authors believe BBS is probably a helpful tool for coal mine accident prevention, and should be advocated in China.
