摘要：

As the development and the opening up of North Bay Economic Zone, Guangxi's economy has developed rapidly. However, the lack of highly skilled personnel becomes an important factor which will influence Guangxi's sustainable economic development and innovation. This paper is on the basis of discussing the reasons and shortage of highly skilled people in Guangxi, and give measures and suggestions on training system, identification and evaluation, incentives and other aspects in order to trained highly skilled people.
