Research on Integration Path and Mechanism Design of Urban and Rural Pension System in China

In the environment of dualistic society and economy, different pension systems have different features in the contribution method, financing pattern, benefit level and so on. The urban and rural pension system has a significant feature of "debris" which is a barrier for people, especially for rural residents to share the fair pension right and impede the process of urban and rural pension system integration. In this article, the author expounds the implementation path of establishing urban and rural pension system from the concept of "institutional fairness", and points out that the integration of whole system must keep up with the pace of the reality of existing society and economy. So, in the realistic environment, it is a scientific and feasible developmental direction to promote integration beginning from system connection and then further achieve the aim of optimizing the structure of urban and rural pension system. It is necessary to fully protect the pension interest which may be affected during the reform process, and correctly reposition the role of government in the pension system. Besides, financing balance and risk control are also two aspect of mechanism design which must be focused on. Finally, the pension management system should be optimized in pace with the integration process of urban and rural pension system, because it is the effective way to maintain the smooth operation.
