摘要：
Many organizations have begun the quality improvement journey and are struggling with appropriate strategies for incorporating these concepts into their personnel management systems. This paper reviews the practical experiences of the California State Personnel Board in implementing these concepts. In addition, it recaps the major points from each of the preceding papers and offers some comments and observations from a practitioner's viewpoint.
