摘要：

This study aims to solve the problems of urban road congestion caused by traffic accident with the premise that the accident scene is preserved. First, taking the definite length of the vehicle team as a fixed value and transforming the time issue that it has experienced into a transporting issue of sales volume. And then the corresponding optimization model is established. Finally, the method is applied to a real life traffic accident which also proves that the method is reasonable.
