Local Government Advance Administration Reform with the Method of Management: The Case of ISO Quality Management System Application of Yuhang Disciplinary Inspection of Committee of the Communist Party of China and Yuhang Supervision Bureau

By the trend of reform and open to the outside world in China, the work of inspecting discipline and supervising develop rapidly, the organization and regulation became more and more perfect, but as the administration reform go deeper, the problem get more complex. Increasing management level became an important way to carry on reform. In this paper, we investigated the management innovation of Yuhang disciplinary inspection of committee of the communist party of China and Yuhang supervision bureau, they performed many explorations and practices with management technique, in order to improve the work of inspecting discipline and supervising by quality management (QM). Based on the feedback of interviews and investigations, the QM system can regulate the internal management, improve the quality of public service, intensify the strength to combat corruption to build a cleaner government, and it can deepen the innovation by ways of technology. When the ISO QM system was put to use in the government, problems arose, such as input and output, the flexibility of procedure, the transformation of standard by applicability, the criteria for evaluation, and so on. Therefore, we put forward some suggestions finally.
