Environmental and economic aspects of management of risks in permafrost regions

摘要：
Norilsk industrial area is the most economically developed Russian Far North region. Intensive utilizing of the environment caused here bad pollutions and disbalance of sanitation. This makes necessary and important choosing of the proper strategy for nature utilizing control. Conception of ecological-and-economical estimation of environmental situation is presented. The forecast of geoecological processes in cryolitozone on the basis of the described method will permit to increase reliability of the accepted decisions, decrease the ecological risks and will be effective for economic costs.
