摘要
In china, with the deep-going of economic transition and social innovation, harmfulness of the ecological crisis is increased; mass incidents happened frequently; also the accidents and disasters are worse than before, all those indicate that risk society is coming unavoidably. Risk scenes derived from "modernity" propels the evolution of administrative ecology and the innovation of government crisis management. Firstly, strengthening the reconstruction of risk awareness will help to build the risk society culture of reflection. Secondly, setting up "social risk-public crisis" continuum and innovating crisis management system, at the core of establishing specialized agencies and risk pro-control mechanism. At last, new holistic method should be used to reintegrate the function and utility of government and society, aimed as the transform from traditional powerful state, single government, unidirectional and closure or semi-closure management to multi-agent, bidirectional and wide opened social co-governance network. The final goal is to construct a gridded and full unclothed crisis governance system with the mutual participation of government, society and public.
