摘要
As a public utility service, the internet became a top priority issue during the pandemic. Besides online education, employees working from home used this infrastructure. Business meetings also moved to cyberspace. The home office is also unthinkable without ICT systems. Online shopping and office administration also increased explosively. The user's digital competency and security awareness are essential to use cyberspace safely. But the service providers, competent authorities and lawmakers' work and liability also would be necessary for establishing cyber-security. In this paper, the authors give an analysis of these factors.
