摘要：

The article examines the acute political conflict in the ruling circles of the Russian Empire on the eve of the First Russian Revolution, when the clash of progressive and conservative elements in the government took the form of a personal battle between Finance Minister S. Y. Witte and Internal Affairs Minister V. K. Plehve. Special attention is paid to the analysis of materials, including unpublished ones, collected by Plehve in order to discredit his rival in the eyes of Emperor Nicholas II.
