Research on organization system in survey and design project management

Owing to most of subject of investment for the national large-sized capital construction project come from the State-owned department, therefore the large-scaled survey and design enterprise takes the Government as the service target still. Its internal management is also derived from the era of planned economy. This paper is aimed at project management and has a discussion on how to establish,the internal organizational system of such survey and design enterprise. Presently, most of the survey and design enterprise adopt functional management mode. This causes the disunity or discord of idea from planning, technical and developing sectors and the multi-leadership on one project, between-project unbalance, what is more important is that the effective resources of the enterprise can not be thoroughly taken into force. If implementing project management, the original system must be reformed. The Manager as a survey and design project has to perform his powerful organizing and coordinating responsibility, have the rights in determination of technical proposal, progress, cost, quality, and procurement, etc. according to characteristics of a project and put forward an organization design proposal for implementing survey and design project management according to the specific situations of a project. And then the feasibility of organization design. proposal shall be demonstrated through analysis on potential disadvantages, and possible solution, in combination with measures of related departments and establishment of supporting system.
