A group of Russian Space Agency's interprises proposes CHERNOMOR multifunctional interconnected satellite communication system where groups of satellites injected into geostationary as well as middle- and low-altitude orbits are used. Exploiting each system advantages, users can receive a wide spectrum of satellite communication services. Realization of the proposed system project is optimized in terms of its technical and economical parameters. Satellites will be injected into orbits from the Russian territory by modernized strategic missiles that allow to reduce the launch price considerably. Satellite groupings are formed based on middle class satellites (8-12 broadband channels x 36 MHz) of any necessary configuration in FSS frequency range. Increasing the satellite resource in each orbit position is achieved by launching a new satellite with repeaters having a new frequency range. Thereat, significant investments economy, and reducing self-cost and technical risk concerning this system realization are achieved. System operation will allow to repay all credits, make profit, and use proceeds for system progress. CHERNOMOR system is designed as consisting of separate components, and each component will be put into operation phasely subject to availability of investments, and requirements of different users in every region in consequence of marketing and users' requests. Thereat, a compatibility of the system and ground networks is secured. Due to all mentioned features, it is achieved the system realization flexibility.
