In the massive urbanization progress, most Chinese cities select to explore new land which near the city to meet the development needs instead of enhancing the land use efficiency in recent years. However the new available land resources are limited, and Chinese central government had already carried out a set of strict laws to protect present arable land from being occupied. The local government has to solve the problem of develop and land protection. So improving the efficiency of land utilization is the only way to solve the problem to support the development of city. By analyzing the problems exist in the land utilization, the essay provides several possible suggestions to solve the problem.
