Flexible and distance learning in Latvia

The paper presents three schemes which provides succesful implementation of information technology (IT) for flexible and distance learning and training. There are: first scheme - "On Demand Computer Aided Learning and Training", second scheme - "Network for Distance Education and Training", second scheme - "Network for Distance Education and Training" and third scheme - "Virtual Open University Campus and Class". All this schemes is targeted on key results have been presented under three main challenges: meeting the increasing demand for cost-effective learning, improving access to learning facilities, improving quality of educations difining standards and understanding learning-training context There are considered in general common learning-training open architecture flexible distance learning-training system prototype, model of courseware design.
