AGRARIAN SOCIAL POLICIES IN THE COLOMBIAN STATE: A SYSTEMATIC REVIEW OF THE LITERATURE

摘要
Colombia does not escape from the Latin-American agrarian problems, whose main inequality is in the distribution of the access to farmlands. According to Fajardo (2002) the land issue has been marked by land disputes, a problem that affects social, political and economic forces, involving the result of the historical configuration of this society. In this country, the repercussion on rural issues ended up having an impact on the political, economic and social performance of the nation (ALBAN, 2011). In Colombia and in some Latin American countries, social policies were introduced in a segmented way across different sectors. There are strong differences between countries in their state responsibilities to assure all inhabitants of human and social rights. This essay is focused on the analysis of the litigation between the universal model of access to social policies and the installation of attention parallel systems centered in focusing the coverage to the detriment of oficial universality. In the case of Colombia, the universal model of social policies was consolidated; however, the tendency was the installation of parallel attention systems, that is, a focused system beside the universal (SPOSATI, 2011); this is about here in this article.? - nao esta no texto em PT.
