Public policies and civic participation in Venezuela: Jottings for a critical analysis

The issue of the public policies is of vital importance as Latin America faces new realities. This paper proposes an analysis of the public policies in Venezuela as a governmental tool that provides the articulation of interests of various groups demanding the resolution of the same problems. An analysis of the difficulties that faces the civic participation in the design and implementation of public policies comes true for it, examining problems such as the defective conceptualization, the excessive granted relevance to the existence of normative juridical frames, that, although they vouch for the possibility of participation, they do not guarantee as such the existence nor the quality of the processes, policies from centrist governments. The content analysis, which allowed the interpretation of communicative products, and the interview to experts who could be considered as specialist thanks to their academic background, were used in this research.
