The Terrorism Act 2000

This article examines how the operation of the Terrorism Act 2000 will affect human rights, and how the principle of the European Convention on Human Rights may affect the exercise of the powers tinder the Act. The Terrorism Bill bore on its face the Minister's statement of compatibility, pursuant to section 19 of the Human Rights Act 1998. Bia the Terrorism Act provides wide powers for the prevention of terrorist offences, and for the investigation and detection of them. In R. v. DPP, exp. Kebilene [1999] 3 W.L.R. 972, the House of Lords considered the effect of the Convention on these powers.
