摘要：
When we launch projects or constitute strategic goals, we often need to evaluate the importance of sub-task goals and make taxis of priorities of goals. In many circs, it is very difficult to analyze it by quantitative methods because of uncertainties of things in the future and the complexities of influence factors. In this paper, we introduce how to set priorities of goals by Delphi Method, and prove that qualitative analysis has strong maneuverability and feasibility in confirming goals taxis.
