摘要
Currently, conditions for the development of special relations between the state and business are being created, with mutually beneficial result. First, such relationships are necessary in strategically important sectors, such as energy security, where the infrastructure level is of particular importance. Public private partnership is just such a type of cooperation, solving the issues of developing a specific type of business on the one hand and improving the eco-nomic situation in the country on the other. The need to implement major infrastructure projects in the railway sector is caused by the current state of rail-cars and the railway network itself Solving these problems together with the state through public-private partnerships can provide real support to Russian coal miners in increasing export.
