摘要：
Next Generation Access (NGA) is characterised by uncertainty both on the demand and supply side. Regulation has a key role to play in setting a framework that strikes a balance between investment incentives and consumer protection. As the underlying economics of NGA vary across different countries and geographies, it may be there is no one-size-fits-all solution that is appropriate for all countries.
