摘要：

One of the most important goals of today's society supporting its progress and effective social, cultural and economical revolution is to ensure the equality of rights among all its members based on the implementation of anti-discriminate policy. The natural outcome of democracy development is functional public society based on the close interaction among state institutions and public organizations as government control and public care institutions, so the effective administration of discriminating expression in the level of authority is very important as well as the other influence of public organizations.
