From the perspective of gaining competitive advantage, perhaps one of the most challenging tasks to be performed by today's organizations is deployment of corporate quality objectives, a challenge that falls in the domain of policy deployment or strategy deployment. The challenge is: how to deploy the qualitative and abstract goals defined by top management as quantitative, concrete, and achievable actions to be executed by lower levels of management? It is this issue that this paper seeks to address. The primary contribution of this paper, then, is that it describes a strict process for translating and deploying (including piloting of) high-level corporate quality objectives to lower levels of an organization. The author participated during the initial development and subsequent refinement of this process during his work at a leading multinational telecommunication organization. The final form of the process is presented in this paper.
